Wars aren't a bad thing, contrariwise they are the main source of culture.
It's better take the initiative than wait for the enemy arrive.
You should your team in a situation where they can't refuse your orders and the only way that they can get out of the situation is fighting.
Never pick wars where you don't have a chance of winning. Face alliances of your size...
